Left Testicle swollen after hernia surgery?

I had inaugural Hernia surgery 1 week ago on my left side. My testicles and swelled right away, the right testicle went down but the left one is still swollen. The left side of my is still all black and blue but the right side seems okay. Is this normal? the surgery was done laparoscopiocly. I also still have a low grade fever for over a week now. Is that normal?
