Should i get cirsized?

Ook this may be alittle wired but i feal like i need to be cirsized i mean i keep hearing uncut is ugly looking and all that. and im 16 should i wait till i finish growing ? or is it to late? i mean if i do get it cut will i get this oreo looking? half brown and half white? and i just discover i can pull back my skin over the head. and it still very sensative when i touch it. long story my parent ddint teach me ****... so i have to discover my bodie my self. and i was wondering, theres vain on my skin if u cut it of? will i bleed to death lol idk how this work but, i dont know waht to do. hope u guys can fill in my blanks thx
